What leaking balcony repairs in Melbourne actually involves
The Commission's own list of signs starts with efflorescence, the white mineral salts that leach from concrete or render with moisture and crystallise on drying. Movement in floor tiles, cracked grout or a tile that sounds hollow is another. Water marks on an exterior wall can point to a blocked balcony drain, inadequate falls or improper capping. Ponding, water that neither drains nor evaporates in a reasonable time, points to inadequate fall or drainage and increases the potential for water damage. On the underside of the balcony, rust stains on exposed steel reinforcing are signs of a serious problem.
Why it happens
The Commission names the usual waterproofing defects as thin or poorly applied membranes, missing terminations and fillets, poor substrate preparation and inadequate protection, and the usual drainage defects as undersized outlets and overflows, incorrect falls and ponding, and overflows not terminating to atmosphere.

What to do about it
If you are worried about the stability of a balcony, deck or balustrade, the Commission says to avoid the area, restrict access and contact a structural engineer or another suitably qualified building practitioner. Otherwise it recommends engaging a registered builder or a structural engineer for professional advice on the rectification. It recommends a visual check of balconies each year, and says keeping drains and overflows unblocked, clean and functioning at full capacity is one of the few things an owner can do without a trade.
A slow outlet is a plumber's job
The Commission says to engage a licensed plumber if the balcony outlet does not discharge completely, or is slow to discharge after rain, as this may indicate a blocked outlet or drainpipe.
