| A major domestic building contract must be used for work worth more than A$10,000, including renovations and repairs. Consumer Affairs Victoria's list of building work includes renovating a house and installing water supply, sewerage, drainage, lighting and ventilation. | The Building and Plumbing Commission lists Class 2 apartment buildings under both kinds of builder registration: Domestic Builder (unlimited) covers domestic building work on homes in Class 1, 2 and 4 buildings, and Commercial Builder covers Class 2 to 9 buildings. | Victoria has two builder registration classes limited to waterproofing. Domestic builder (limited to waterproofing) covers waterproofing and the application, installation and repair of membranes or systems on the interior, exterior, below-ground and remedial areas of a home, except swimming pools and spas; there is also a commercial builder class limited to waterproofing work. | Repairing, renewing or maintaining part of an existing building needs no building permit only if the work will not adversely affect the building's structural soundness, does not remove or alter an element that supports another element, uses materials commonly used for the same purpose as those being replaced, and will not adversely affect the safety of the public or occupants or an essential safety measure. Otherwise a permit is needed, and the owner of the land must make sure it has been issued. | Every domestic building contract includes the builder's warranties that the work will be done in a proper and workmanlike manner and to the plans and specifications, that materials the builder supplies will be good and suitable for their purpose and new unless the contract says otherwise, and that the work will comply with the law, including the Building Act 1993 and its regulations. A later owner of the property can take proceedings for a breach. This lists each source's own lines as read; it is not legal advice, and it sets no price. The value that counts is the value of the work, including materials, labour and GST. Rules marked as applying to a kind of job (an owners corporation, a re-tiled balcony, a footpath scaffold) apply whatever the value. Council lines apply only inside that council: City of Melbourne or City of Port Phillip. The council fees banded by value use the value of works given with the building permit, which may not equal the contract price. The Victorian lines were read from the Victorian Government's, the Building and Plumbing Commission's and the councils' own pages on 27 September 2026, and each is given as that body's own wording.
What changes a quote
Which registration the job needs comes first: a waterproofing-only job needs a builder registered in the class limited to waterproofing, and on an apartment building the regulator lists Class 2 under both registrations, so check the builder's class. Whether a building permit is needed is second: repair or renewal is exempt only if it will not affect structural soundness, uses like-for-like materials and will not affect public safety or an essential safety measure, which a full membrane or slab rebuild is less likely to clear than a like-for-like patch. Whether the balustrade still complies once the surface changes is third, because re-tiling or re-screeding can take a balustrade under the one-metre height rule. On an apartment building, whose job it is to arrange the work matters too: an owners corporation is responsible for common property, and a lot owner cannot authorise common-property work on their own. Access is last: a hoarding, scaffold or elevated work platform on a public footpath or road needs its own council permit and fee on top of the repair itself.
Fees a government body sets
The checker below lists each Victorian and council figure with its source and read date: the registration and permit lines, the owners corporation lines, and the City of Melbourne and City of Port Phillip fees, banded by the value of works where the council bands them. The City of Melbourne's own pages give two different application fees for its scaffold permit, so none is stated here. The City of Melbourne's fees apply inside the City of Melbourne only, and the Port Phillip fees inside the City of Port Phillip only. No source read for this site sets a price for the repair itself, so ask the provider for a written quote and what it assumes.
