What balcony waterproofing in Melbourne actually involves
Victoria has a builder registration class limited to waterproofing: the domestic class covers the application, installation and repair of membranes or systems on the interior, exterior, below-ground and remedial areas of a home, except swimming pools and spas. A separate commercial class, limited to waterproofing work, also exists. The Building and Plumbing Commission says the engagement of a registered builder is required for work worth more than A$10,000, an amount that includes labour, building materials and GST.
Not a single-trade exception
A contract for only one of certain trades, wall and floor tiling, plumbing work, or attaching external fixtures including balustrades, is not building work the Domestic Building Contracts Act reaches. Waterproofing is not on that list, so a waterproofing-only contract stays inside the Act's registration and contract rules.
When no building permit is needed, and when one is
Repair, renewal or maintenance of part of an existing building needs no building permit only where the work will not adversely affect structural soundness, does not remove or alter an element supporting another, is done with materials commonly used for the same purpose, will not adversely affect public safety, and will not affect an essential safety measure. Outside those conditions the Building Act says a person must not carry out the work without a permit, and the land owner must ensure one is in force. A permit exemption does not exempt a planning permit or a heritage overlay.

Standards, warranties and the ten-year limit
The Building and Plumbing Commission says practitioners must comply with the National Construction Code and the relevant Australian Standards, including AS 4654.1 and AS 4654.2 for external waterproofing, and its guidance expects waterproofing to be protected, tested and verified before concealment. Every domestic building contract carries the builder's warranties: work carried out in a proper and workmanlike manner and to the plans, with good and suitable, new materials, and in accordance with all laws. The owner for the time being of the building can take proceedings for a breach, not only the person who signed. A building action for defective work cannot be brought more than 10 years after the occupancy permit was issued, or the certificate of final inspection where none was.
A registered structural engineer
A structural engineering service, such as assessing a balcony's condition or designing a repair, must be provided by a registered practising professional engineer in that area, or someone working under one's direct supervision. Where scaffold or a hoarding goes over the street alignment to reach the balcony, the council's report and consent is needed before the building permit application, unless a local law covers it. Whether the balcony belongs to a house or to an apartment building decides which questions come first. A house raises one registered builder and one permit question; an apartment building raises the registration question as well.
