The City of Melbourne says its permit application must be lodged at least 10 business days before the works.

After a temporary protective structure goes up, the City says a structural engineer must inspect it, and that every six months it remains in place it must be inspected on site and recertified. The space occupation fee is A$2.60 per square metre per day or part of a day; the City's pages give two different application fees for the scaffold permit, so none is stated here.

Permits and City of Melbourne rules

Whether a balcony repair needs a building permit is for a building surveyor to say: repair or renewal of part of an existing building is exempt only if it will not adversely affect structural soundness, does not remove or alter a supporting element, uses like-for-like materials and will not affect public safety or an essential safety measure, and a planning permit or heritage overlay can still apply. A scaffold or hoarding over the street alignment needs the council's report and consent, and a permit from the council.
