Balcony Waterproofing in St Kilda

At the 2021 Census 79.0% of St Kilda's occupied private dwellings were flats or apartments and 5.5% were separate houses. St Kilda is a City of Port Phillip locality on 11 km of foreshore at the northern edge of Port Phillip Bay, so check the steel as well as the tiles.

Balcony Waterproofing around St Kilda

The Building and Plumbing Commission says unprotected steel structures, reinforcing steel and fixings can corrode, particularly in coastal areas, and that rust stains on exposed steel reinforcing under a balcony are signs of a serious problem. On a bayside balcony, check the steel balustrade fixings and the slab underside, not just the surface tiles.

The City of Port Phillip says a permit is required to occupy any part of a road or lane for construction, including scaffolding, and that works must not begin without an approved permit. The street occupation permit costs A$135.00 to apply and A$165.00 for the permit, with a daily rate of A$3.30 per square metre, or A$2.20 with a gantry. The City of Melbourne's footpath permit and fees do not apply in St Kilda.

Permits and City of Port Phillip rules

Whether a balcony repair needs a building permit is for a building surveyor to say: repair or renewal of part of an existing building is exempt only if it will not adversely affect structural soundness, does not remove or alter a supporting element, uses like-for-like materials and will not affect public safety or an essential safety measure, and a planning permit or heritage overlay can still apply. A scaffold or hoarding over the street alignment needs the council's report and consent, and a permit from the council.
